The following are proposals submitted to the Board of Governors for the meeting on October 6-7, 2006. If you have any comment on any of these proposals, please contact your regional representative. The listing of regional representatives can be found on the website under “About USA Archery/Leadership”.

1.  Bylaw change – proposal to go from regional representation to constituency based representation (Coach, Judge, Grassroots, and Independents).
2.  Moving an athlete from Jr. USAT to Sr. USAT based on previous board decisions without displacing any current members.
3.  Increasing the number of Senior USAT compound members to the same as recurve members.
4.  Achieving equity in the numbers of Senior USAT members.
5.  USAT Rankings – using the average of FITA and OR scores for all qualifiers.
6.  Sr. USAT Rankings (Qualifying Tournaments) – use only tournaments/events that have participation levels indicative of national level competition.
7.  Removing bias from the rolling rankings – use only the Olympic elimination round scores, not round robin scores.
8.  2007 Rolling Rank – Use a system based on Pan Am selection system and FITA world ranking system.
9.  NADA Coaches Equipment Training – Require completion of NADA’s ACCESS Equipment Tuning Module for coach advancement.
10.  NADA JOAD Outsourcing – Utilizing NADA to help the JOAD Program reach out to the youth and developmental archers of America.
11.  Coach Development Committee – Streamline the committee to a smaller more effective group.
12.  New Coach Education System – Creation of a new Coach Education System incorporating the BEST method, building credibility into certification courses and producing standardized course materials.
13.  2007 World Cup Procedures – Validation/confirmation of the procedures for athlete selection.
14.  Athlete Selection Process for Continental Tournaments – Use the rolling rank to select eligible archers to represent the U.S. at the Continental Qualifier Tournament.
15.  U.S. Nationals Format – Change the format of the U.S. Nationals from a double FITA to a single FITA (2 day) with a team round (1 day) and Olympic Round (1 day) and the U.S. Open (1 day).
16.  Provide meals for judges at U.S. Nationals (outdoor) – Judges are volunteers and have little time to leave the field for lunch.
17.  Change of date for the World/Pan Am Team Trials – Current schedule overlaps with European Grand Prix (Turkey) which is vital for international training/competition.
18.  Two-year Fundraising and Marketing Plan – Create a marketing plan to non-archery related sponsors, conduct fundraising at NArchival Archery venues, create relationship marketing.
19.  Volunteer coaches and Team Leaders for World Events – Seek qualified volunteer coaches and team leaders for self-funded events.
20.  NArchival Archery Income – create another income stream and create additional bylaws to support the division between USOC initiatives and other archery community programs (i.e., selling judges’ services, growing JOAD program, leveraging USA Archery sponsored athletes, develop a tournament registration pricing model).
21.  Foundation Fundraising – Increase the amount of the annual grant from the Foundation. Hire a full-time Foundation fundraiser to grow the capital.
22.  Fees for OTC training – Resident Athletes contribute $10/day during enrollment in program, Elite archers contribute $15/day for each day housed at the OTC, Elite archers contribute $8/day to train at the OTC.
23.  Creation of COPARCO University Archery Championship/Series – Propose to the continental association (COPARCO) the creation of a University Archery Championship to be held in off years of the World University Championship.
24.  Application for World Ranking Status – Propose application of Arizona Cup and U.S. Nationals for World Ranking Status to the continental association (COPARCO).
25.  Request for 2007 Olympic Trials – Arizona State Archery Association has placed a bid for the 2007 Olympic Trials.
26.  2007 Team Staff Recommendations – Review and approval of recommendations for Team Staff assignments to 2007 tournaments.
