This is a pivot arm post mounting hole. The larger indentation is made using the bit at the top and makes a hole wide enough to permit both the head of the bolt AND a socket to hold it as the wing nut is tightened. The smaller forstner bit at the bottom of the picture is used to make the "through" hole for the bolt.
